Rick was born in Wilmington, Delaware, and raised in a suburb of Philadelphia. Rick attended Florida Southern College and graduated with a degree in accounting and economics. While attending FSC, Rick interned at “Price Waterhouse” in Philadelphia and started working at “Coopers and Lybrand” in Tampa upon graduation. Rick is a Certified Public Accountant. In the mid-70s, Rick formed his own firm and has practiced public accounting in the field of tax and litigation support since then.Rick has been married for 46 years and has two children and five grandchildren. Some live in Lakeland, and some in Atlanta. Rick’s interests include shooting sports, photography, cycling and exercising in the gym.
Kimberly is a Legal Assistant to Police General Counsel, Roger Mallory, and has been employed by the City of Lakeland for 21 years. Prior to her employment with the City, Kimberly was employed as a legal assistant for Sidney G. Philpot, P.A., for seven years, and, for the preceding eight years, was employed as a legal secretary by the Law Offices of Fontaine and Comparetto, P.A. After graduating from Kathleen High School, Kimberly attended, and received her Certificate of Proficiency from, the Gayle Knauss School of Court Reporting in Tampa. She was employed by Sclafani-Williams, Inc., as a court reporter in their Tampa and Lakeland offices.
Dr. Donna McWilliams is the current owner and chief medial officer at My Pet's Animal Hospital here in Lakeland. A certified veterenarain since 2002, Donna has called Lakeland home for the last eight years. Donna is involved in various community groups and activities such as the Chamber of Commerce, ABWA, BNI, The Lakeland Rotary Club, Lakeland Business Leaders, and the Lakeland Runners Club. Dr. Donna is also currently serving as the President of the Ridge Veterinary Medical Association.
Lieutenant Steven Pacheco is a 27 year veteran of the Lakeland Police Department and is currently assigned as the Officer in Charge of the Office of Professional Standards.
Mike Wiener is a partner at Holland & Knight law firm, practicing in the area of public finance. Prior to joining the firm, Mr. Wiener clerked for the Florida Attorney General’s office in the Antitrust Division. In the community, Mr. Wiener is involved with the United Way of Central Florida Young Leaders, the Lakeland Chamber of Commerce, Emerge Lakeland (Founding Member), Camp Fire USA Sunshine Council (President) and Junior Achievement.
Pat is the Treasurer for the City of Lakeland and has worked for the City since 1985 and is responsible for the collection of all monies owed the City of Lakeland. Pat was born and raised in Lakeland, Florida. He holds Bachelor of Science Degrees in both Accounting, from University of South Florida, and Management from Florida State University.

In 1978 Roger obtained a “Superior Academic Achievement Award” from USF and obtained his B.A. degree the same year in Behavioral Science (Experimental Psych.). In 1988 Roger obtained his juris doctorate degree from Univ. of Fla. and became a member of the Fla. Bar. Roger served as a prosecutor for 12 years in Orlando and served for several years as legal counsel to the oldest federal and state law enforcement task force in the country. Later, for a period of 5 years, Roger engaged in eminent domain litigation. Since 2005 Roger has served as the General (Legal) Counsel to police executives and members of the Lakeland Police Department (LPD). In 2012 Roger incorporated the Lakeland Police Foundation (LPF). In 2014 Roger succeeded in having IRS approve LPF as a tax exempt U.S. Section 501(c)3 entity. Roger has provided training to lawyers on behalf of the Fla. Bar and the Fla. Prosecuting Attorney’s Assoc. Roger has worked as an adjunct college professor of Business Law and spent many years training police cadets and law enforcement officers in a broad range of topics including RICO law, forfeitures, search & seizure, electronic surveillance, use of force, and many others. Roger, for many years, has published a regularly updated guide book on public records laws to police lawyers around the state of Florida. Roger, daily, provides a broad range of legal services to police executives, members of the LPD, and the City of Lakeland.
Michele "Mick" Pugliese, owner of Il Forno Italian Restaurant, has always been there for the Lakeland Police Department to help raise money for those in need.
